J. Gilfillan, 76, the youngest of six physician brothers who founded a Bloomfield medical clinic bearing their name 42 years ago, died of a stroke Saturday. The Gilfillan Clinic was considered a bold move when it was opened in 1946 because the physicians had specialties that often were available only in much larger communities. The clinic attracted patients from southeast Iowa and northeast Missouri, and at its peak, nearly doctors were on its staff. Dr.
Henry Perry, an internal medicine specialist on the clinic staff, said Gilfillan and his brothers were very dedicated and chose to stay in Iowa rather than move to a large city. "His philosophy was be there and be there all the time," Perry said. "He could have gone to a big city a and practice. But their idea was to bring their specialties to a small H. J.
Gilfillan known to his patients as "Homer John" retired from practice three years ago and was the last of the Gilfillan brothers to work at the clinic. He was an eye, ear, nose and throat specialist. Gilfillan's wife, Colleen, said her husband was the seventh generation of Gilfillans to practice medicine. Her husband never considered any other profession, she said. "When he was young, he was driving his father to calls," she said.
"He told me he never thought of ever doing anything else. He just wanted to be a doctor." Gilfillan grew up in Milton and graduated from Cantril High School. He received his medical training at the University of Iowa. He was a doctor in the U.S. Army during World War II and then moved to Bloomfield following the war.
"In a town with 3,000 people with a population so small it took a lot of guts to open a clinic," Colleen Gilfillan said. Gilfillan is survived by his wife; a son, Norris, a physician in Fort Worth, Texas; a stepson, Jerry Baughman of Los Angeles, a sister, Dorothy Mahannah of Fort Dodge; brothers, Edwin of Englewood, and Earl of Bloomfield, both of whom were affiliated with the clinic; and one grandchild. His funeral will be at 2 p.m. Wednesday at the Priester Funeral Chapel in Bloomfield. ETHEL L.

BOLTEN Register Staff Writer West Des Moines Councilman James Fleming called Monday for the city's five council members to resign and give residents an opportunity to elect new members. "This is asinine," retorted Councilman John McGinn during a heated discussion at the West Des Moines City Council meeting. "It's not accomplishing anything." Fleming originally made the challenge last month during a debate on whether to fire City Manager John Bryan. On Monday, Fleming gave each member a resignation letter to sign and date. If all the council members resigned, a special election would have to be held to fill the seats.
Otherwise, a city election isn't scheduled until November 1989, Fleming said. Councilmen Jerry Proudfit, James Bottenfield and McGinn have called for Bryan's resignation because they are unhappy with his performance as city manager. A hearing will be held Monday on the matter. Residents should decide whether the three councilmen are acting in the best interest of the city, said Fleming. Fleming and Councilman Gary Davidson, both of whom support Bryan, signed the resignation letters, but their resignations were contingent on those of the other three members who refused to resign.

The Dubuque city attorney has issued a letter to local bars stating that he plans to start filing charges against any bars that hold "'ladies' or men's "In my opinion, when one gender has to pay more than the other, that's discrimination," said City Attorney William Blum. Blum said he has received complaints about men's and ladies' nights, and said he feels the nights are a violation of the Dubuque Human Rights Commission ordinance. "I expect some controversy," Blum said. "My position is that you don't have to pick nights (to go out).
You should be able to go out when you want to. It should be equal for both genders any day of the week all of the time," he said. Blum said he will begin filing charges June 1. "We're looking for voluntary compliance," he said. "We're not trying to blindside: anyone." Blum said the media could also face charges if they run advertisem*nts about the special nights.
Media publishing advertisem*nts for men's and ladies' nights would be "aiding that discriminatory practice," he said. Steve Wedderspoon, manager of the Brass Ring Lounge, said the club has both a men's night and a ladies' night. "I do not feel I have been discriminating," Wedderspoon said. Wedderspoon said he has a good turnout for both nights and has not received any complaints from patrons. "Our attorney is looking at the matter," he said.
He added that men's night and ladies' night will both be held next week. In addition to the Brass Ring Lounge, the 3100 Club and the Thunderbirds Club received a copy of the letter. Blum said he sent the letter to places he knew were holding the special nights and to the local media doing the advertising. The St.
Paul Fire and Marine Insurance Co. announced Monday that it was giving the $17.500 reward to the community of 800 people where the Claude Monet painting was found on March 8. The picture had been stolen from the Fisher Community Center in Marshalltown about a year ago, and investigators wondered whether the painting would ever be found. "This is pretty wonderful," said Le Grand Mayor Mary Lou Loerwald, who said the money will finance the community center addition. The insurance company, which had insured the painting, considered giving the reward money to Polley.
But postal regulations prohibit employees from receiving rewards, so the company began searching for a suitable charity to receive the money. Loerwald said the community center was built with volunteer help and is used by several organizations, among them scouts and the Lions Club. "We knew we needed to expand it, but we had to put the plans aside," she said. "This money will help make it possible." The reward will be presented at a community center luncheon Thursday, and Polley is expected to be among the residents attending. Law officers are continuing to search for the thief, but there have been no leads in the case, officials said.
The painting was damaged after being cut from its frame at the Marshalltown art center and from being rolled up and fastened with rubber bands. It is not clear yet whether the painting can be restored, a spokeswoman for the insurance company said.
