She donated a collection of historical figures' dolls to the Iowa Historical Museum. Survivors include a son, John Wiezorek of Des Moines; four daughters, Charlene Baker of Neptune City, N.J., Judith German of Altoona, Lynn Koester of Story City and Janis Balzer of Temple, Texas; a brother, Ralph Hines of Dubuque; a sister, Dorothy Haigh of Dubuque; 15 grandchildren; and five great-grandchildren.

Memorial contributions may be made to the American Cancer Society. HARRY L. KIRBY The Register's Iowa News Service MARTENSDALE, IA. Harry Lloyd Kirby, 78, of Martensdale died of a heart ailment Wednesday at Westview Care Center in Leon. Services will be at 1 p.m.

Saturday at Overton Funeral Home in Indianola. Burial will be in Kirby Cemetery near Cambria. Mr. Kirby was born in Wayne County and moved to Martensdale in 1949. He farmed in Wayne and Lucas counties until 1949 and retired as an independent truck driver in 1962.

He was a member of the Baptist Church in Cambria. Survivors include his wife, Vera; two daughters, Juanita Ingram of Van Wert and Judy Lange of Pineville, a sister, Lois Kaveney of San Lorenzo, seven grandchildren; and six great-grandchildren. A graveside service will be at 11 a.m. Saturday at Winterset Cemetery in Winterset. Miss Peterson was born in Gibson City, and lived in Ankeny Indianola before moving to Des Moines 16 years ago. She had been a cosmetologist 1 in Minneapolis, and Kansas City, Mo. She was a member of St.

EDNA L. MOORE Services for Edna L. Moore, 91, of Karen Acres Nursing Home, 3605 Elm Drive, Urbandale, who died of a heart ailment Wednesday at home, will be at 10 a.m. Saturday at Fisher Funeral Home in Van Meter. Burial will be in Van Meter Cemetery.

New FREE Camera when you sign up for THE DES MOINES REGISTER DES MOINES REGISTER 7M U.S. may cut federal money to care facility By PAULA YOST Register Staff Writer Federal health inspectors, citing substandard patient care, moved Thursday to cancel $17 million in annual aid to the Glenwood State Hospital-School. State officials immediately filed an appeal, a move that will keep federal dollars flowing to the facility for the mentally retarded until a federal judge rules on the case. Meanwhile, state officials say they will work to improve patient care in the hope of making the school eligible for federal money again. The announcement came almost three months after inspectors warned state officials that the facility fell below federal standards.

State officials were given 90 days to improve treatment before Medicaid money was halted. The inspection team returned Monday and found continued health care violations, said Edward Brennan, director of the U.S. Health Care Financing Administration office in Kansas City, Mo. "There were numerous problems, pages and pages of itemized kinds of problems," Brennan said Thursday. According to Brennan, most of the problems concerned "active care" a federal regulation requiring the state to provide extensive programs to rehabilitate patients instead of merely housing them.

"The federal government has a requirement that a facility for the mentally retarded provide active treatment or training to its residents. The bottom line is they are not doing an adequate job of that," Brennan said. State officials said they were shocked by the inspection team's findings. "We thought we had made the changes that were necessary," said Harold Templeman, an administrator for the Iowa Department of Human Services. Templeman said state officials revamped health care programs, spent $340,000 and hired 95 people in an effort to meet federal standards.

Templeman said he is confident patient care will be brought up to federal standards before the appeal is ruled on, which could take six months. This is the second time an Iowa care facility has failed to meet federal health care standards. The Woodward State Hospital School was cited last summer for treatment violations, but was able to make the necessary changes before federal money was cut.
